What is required from a hardware perspective to program the Zynq on the parallella board using JTAG?
Does the parallella have a way of connecting a JTAG interface, or does the USB connection have an inbuilt JTAG blaster that just requires a driver?

Right. So that means I would need the porcupine and appropriate adapter and cables to program it?
That would be a bit of a shame. I'm used to dealing with FPGA development boards like the DE-115 where you can just plug in a USB cable and boot a JTAG stream or reprogram the flash directly.
I was looking at an easy way to make use of the Xilinx native tools to connect to the FPGA and quickly develop and test code from the IDE.
